Four possible things to help you with this....
ONE, clean the surface with something like Brake Clean from a local auto parts store. There is a chance that your project is has dirt or rust on it.
TWO, try chaning the angle of direction. When arc welding, I usually change the direction depending on the metal size and strength.
THREE, you have the amp setting too low. The arc is melting the rod, but not bonding to your metal. You can test this by jacking up the setting until the weld starts to warp the metal (showing when its too high).
FOUR, finally you might have the wrong metal. You can't welt steal to iron or steel to aluminum. If you have the wrong rods, then all it will do is cause burn marks, while the rod melts/beads off.
