What's the matter with coating blistering
It doesn't look like a thermal spray coating, it's a bit like a paint layer that bulges like it has air bubbles in it. It is estimated that the surface was not cleaned before coating or the humidity of the curing environment was too high.
Thermal sprayed coatings generally do not have a similar phenomenon. Although there will be coating bulges, they will not expand so much and will not be so dense. See the figure below.
