There are mainly three opinions involved in determining the product code for this product:

Opinion 1: As shown in Figure 1, the inspection status is not yet finished. It should be classified according to material products. The materials are tungsten carbide and cobalt, which belong to cermets, and are classified under tax number 8113.0090.90;

Opinion 2: The product is a tool holder that has not been sharpened, and it is not installed on any tool when it is submitted for inspection, so it meets the description of 8209 in the item note, and it is recommended to be classified into tax number 8209.0021;

Opinion 3: The product can be used without being welded or clamped to turning tools, milling cutters, drills, molds or other high-speed cutting tools, so it cannot be counted as a cutter head or a cutter shaft. Although it is not sharpened, it is classified according to the general classification. Rule 2 (1) can still be classified into item 8207 as an interchangeable tool for machine tools as finished products.
